1963

Comprehensive Benefits Administrators, Inc (CBA) was founded in South Burlington, VT, offering customized, self-funded dental plans. Over the next several years, CBA expanded to offer self-funded health plan administration, creating its own Preferred Provider Network (PPO).

1999
1999

After growing to 60,000 members, CBA was acquired by Catamount Insurance Services, a subsidiary of BlueCross BlueShield of Vermont – prompting an increased investment in claim management technology. CBA then acquired Employee Benefit Plan Administration (EBPA) from Cigna Healthcare, expanding benefit offerings into New Hampshire, Maine and New York.

CBA members gain access to the national Blue Cross Blue Shield (BCBS) network, leading the company to rebrand as CBA Blue. Building off the success of CBA Blue, Cobalt Benefits Group is founded. The new company was a joint venture between BCBS of Vermont and BCBS Massachusetts – expanding our reach under Blue Benefit Administrators of Massachusetts (BBA).
